Jakarta (ANTARA) - The government seeks to bring the draft of a presidential regulation (Perpres) on artificial intelligence (AI) to the harmonization phase at the end of September 2025, Deputy Communication and Digital Affairs Minister Nezar Patria said."We at the Ministry of Communication and Digital Affairs have set a target to begin deliberations on legal principles by the end of September. There will be harmonization, which involves reassessing the Perpres to ensure it does not contradict other regulations," he remarked.
Addressing the press in Jakarta on Thursday, Patria elaborated that harmonization refers to a process where a draft regulation undergoes alignment with other legal instruments across various levels to avoid overlaps.
The government, he continued, is working on the White Paper on the National AI Road Map and guidelines regarding security and safety in the utilization and development of sophisticated digital technology.
According to him, the formulation of the two legal products has necessitated the involvement of numerous stakeholders. They are set to be incorporated into the AI Perpres.
It is reported that the drafting of the White Paper has involved 443 figures, including government officials, academicians, industry players, communities, and the mass media. This instrument is designed to help Indonesia promote the inclusive and responsible use of AI.

Specifically, the government intends to use the White Paper as a reference in devising strategies and policies regarding AI governance in the country.
Earlier, on Wednesday (September 24), the deputy minister explained that the Indonesian government had been formulating a national road map for AI as a tool to address the social and economic impacts of rapid technological advances while also strengthening the country’s global competitiveness.

“Indonesia’s vision is to create an AI ecosystem that is ethical and accountable while enhancing global competitiveness toward Golden Indonesia 2045,” Patria told reporters at state radio RRI in Jakarta.
Similarly, Communication and Digital Affairs Minister Meutya Hafid had said on August 28 that creating the national road map is necessary for Indonesia to streamline stakeholders' visions regarding AI development at home.
The government is also formulating guidelines on ethics in relation to AI to complement provisions outlined in a related ministerial circular issued in 2023.
