Jakarta (ANTARA) - Police Chief Listyo Sigit Prabowo emphasized that the presence of police personnel during public demonstrations is not intended to restrict freedom of expression, but to ensure that such activities proceed safely.“Spaces of democracy must remain alive, but they should not be exploited in ways that hinder national progress,” the police chief said during a virtual address at a public dialogue held at the Police Science College (PTIK) Stadium here on Monday.

He explained that in peaceful protests, the police prioritize service and adopt a humanistic security approach.

“This approach places emphasis on dialogue and communication with stakeholders to collectively listen to the aspirations being expressed,” he explained.

However, he acknowledged that in practice, some protests are infiltrated by provocateurs, turning peaceful demonstrations into anarchic acts, riots, and even fatalities.

"In addition to material losses such as damage to public facilities, the Parliament (DPR) building, and police stations in various regions, there were casualties and intangible losses, including fear, anxiety, and trauma among the public," he stated.

He affirmed that the police are committed to protecting the rights of all citizens and upholding human rights.

He added that the police follow strict standard operational procedures (SOP), including Police Chief Regulation No. 1 of 2009 on the Use of Force and Standard Procedure No. 1 of 2010 on Handling Anarchism.

Law enforcement is also carried out with an emphasis on restorative justice, not just repressive measures.

“This is part of the Police's duty to maintain public security and order and provide a sense of safety for all citizens,” the police chief said.

The dialogue was attended by various speakers, including Amnesty International Indonesia Director Usman Hamid and philosopher Prof. Dr. Franz Magnis-Suseno.
