RI Govt starts drafting action plan for cultural advancement

Jakarta (ANTARA) - Indonesia's Ministry of Culture has officially launched the formulation of the National Action Plan for Cultural Advancement (RANPK) Phase 1 for the 2025–2029 period.“We are not merely drafting a document, but also shaping the direction of civilization, affirming our joint commitment that culture is not a development accessory, but its very foundation,” the ministry’s secretary general, Bambang Wibawarta, said here on Friday.

According to the official, culture is not just a legacy of the past, but also a guiding light to build a brighter future.

The National Action Plan for Cultural Advancement is being drafted in collaboration with the Coordinating Ministry for Human Development and Culture and the Ministry of National Development Planning (Bappenas).

The initiative aligns with the mandate of Law No. 5 of 2017 on Cultural Advancement and Presidential Regulation No. 115 of 2024 on the Master Plan for Cultural Advancement (RIPK).

According to Wibawarta, as per Law No. 5/2017, the goal of cultural advancement is to strengthen national identity, enrich diversity, enhance welfare, and influence the direction of global civilization.

The law also mandates the development of regional cultural strategic insights, cultural strategies, and a cultural advancement master plan every two decades.

He emphasized that RIPK is a collaborative product, derived from regional cultural insights, integrated into national strategies, and strengthened through inter-ministerial, agency, and regional government collaboration.

“This forum is essential to ensure we move in the same rhythm, in the same direction, and with a common goal. The RANPK is not just a technocratic document: it is a bridge to the future that responds to digital disruption, climate change, value crises, and global dynamics,” he said.

Wibawarta also underscored that RANPK belongs to all stakeholders, not only the Ministry of Culture, and its implementation can be realized across ministries and agencies.

“We want cultural advancement to go beyond paper, but also present in public policy and manifested in everyday life,” he added.
