Balikpapan, East Kalimantan (ANTARA) - Energy and Mineral Resources Minister Bahlil Lahadalia said the operation of the Balikpapan Refinery Development Master Plan (RDMP) marks a significant step toward strengthening Indonesia’s energy self-sufficiency.

“With the operation of the Balikpapan RDMP, we can reduce dependence on imported fuel and liquefied petroleum gas while producing more environmentally friendly products that meet Euro V standards,” Lahadalia said at the Balikpapan refinery in East Kalimantan on Monday.

He noted that the government has opened a cooperation scheme between state-owned oil and gas company PT Pertamina and private sector partners for refinery revitalization projects under the Refinery Development Master Plan.

“We will pursue cooperation with the private sector that is mutually beneficial,” he added.

According to Lahadalia, the cooperation aims to strengthen national energy security while also generating economic benefits for both Pertamina and its private partners.

The oil refinery operated by PT Kilang Pertamina Internasional (KPI) Refinery Unit II Dumai in Riau Province has a total capacity of 170 thousand barrels per day (MBOPD), producing products including diesel fuel, aviation fuel, Pertalite, Pertadex, MFO-LS, LSFO, UCO, NBF, smooth fluid, LPG, and green coke.

“Besides here (Balikpapan Refinery), we will also develop storage and other capacity expansions, as well as other RDMP projects, such as in Dumai,” he said.

On Monday, President Prabowo Subianto inaugurated the RDMP Balikpapan Refinery in East Kalimantan.

The Balikpapan RDMP project required an investment of around US$7.4 billion, equivalent to Rp124.79 trillion.

Through the development of the Balikpapan RDMP, fuel production capacity increased from 260 thousand barrels per day to 360 MBOPD, meeting Euro V standards.

In addition, the project also raised the refinery’s complexity index from 3.7 to 8 and increased the yield of high-value products to 91.8 percent from the previous 75.3 percent.

The development of the Balikpapan Refinery is considered an important step toward achieving energy self-sufficiency in line with the Prabowo-Gibran administration’s Astacita development agenda.
