Govt vows to complete granting ownership rights for transmigrant land

Jakarta (ANTARA) - The Transmigration Ministry (Kementrans) has expressed its commitment to completing the issuance of land ownership rights (SHM) for 129,553 lots of transmigrant land, with a particular focus on regions where transmigration zones overlap with forest areas.Minister of Transmigration M. Iftitah Sulaiman Suryanagara said here on Monday that 17,655 lots, or 13.6 percent of the total lots, are located within forest areas, while 111,898 lots, or 86.4 percent, lie outside forest areas.

He informed that as of June 2025, the provinces with the highest number of transmigration land overlaps with forest areas included North Maluku, with 3,498 lots across 13 settlement units, followed by Jambi, with 1,305 lots across six settlement units.

Other regions included Lampung, with 1,300 lots across four settlement units; Southeast Sulawesi, with 1,113 lots across six settlement units; as well as Maluku, with 1,048 lots across five settlement units.

To address the issue, the ministry launched the Trans Tuntas (T2) Program on June 18, 2025, to ensure legal certainty over transmigrant land and lay a solid foundation for integrated economic zones.

“The ideal situation we are aiming for is legal certainty regarding land throughout transmigration areas, along with valid and up-to-date data, as well as comprehensive resolution of agrarian issues,” Suryanagara informed.

In addition to launching the program, his party has been working closely with the Ministry of Forestry to find solutions to the land overlap problem.

“We have proposed to the Ministry of Forestry to revoke the status of forest areas overlapping with the Transmigration Land Management Rights (HPL) areas,” he said.

“The Minister of Forestry (Raja Juli Antoni) is actually supportive, though he has requested that field data, legal facts, and funding be thoroughly verified," he added.

The Transmigration Ministry is also actively engaged in the implementation of the Integrated Land Administration and Spatial Planning (ILASP) Project with the ministries of agrarian and spatial planning, forestry, and home affairs, and the Geospatial Information Agency.

“We are working hard to ensure that, under President Prabowo Subianto’s administration, such land conflicts will no longer occur, and we will ensure that the status of transmigration lands is clear,” Suryanagara added.

Since the implementation of the transmigration program in 1950s, the Indonesian government has resettled approximately 2.1 million households, totaling around 9.3 million transmigrants.
