Jakarta (ANTARA) - The Ministry of Communication and Digital Affairs aims to submit its draft regulation on artificial intelligence (AI) for legislative review by early August 2025.R. Wijaya Kusumawardhana, an expert staff member at the ministry, said on Friday that the draft is expected to enter the legislative process in July or August.

"It has already been discussed across ministries," he said, adding that the ministry is currently holding inter-ministerial and inter-agency discussions to finalize the draft.

Once a consensus is reached, the draft will be submitted to the Ministry of Law to begin the legislative process.

Kusumawardhana said the regulation is expected to be issued in the form of a presidential regulation (Perpres) or a higher-level regulation.

He noted that Government Regulation No. 17 of 2025 on Electronic System Governance for Child Protection was initially planned as a Perpres.

However, after consultations at the presidential level, it was elevated to a government regulation to give it stronger legal standing and broader coverage.

"We hope the AI regulation can be issued quickly so we can improve governance more effectively," he added.

Earlier, Deputy Minister of Communication and Digital Affairs Nezar Patria said Indonesia must prepare AI regulations to pave the way for achieving digital sovereignty.

"It’s clear that if we want to develop regulation, we must consider the geopolitical dynamics of AI development. The Atlas of AI should guide us in drafting Indonesia’s AI regulations, especially if we aim for technological sovereignty," he said.

He emphasized that Indonesia must build a strong national AI ecosystem, starting with research and development and the cultivation of high-quality digital talent.
