Jakarta (ANTARA) - The State Apparatus Empowerment and Bureaucratic Reform (PAN-RB) Ministry discussed best practices in human resource transformation with the Timor Leste Civil Service Commission here on Thursday.The ministry's secretary, Rini Widyantini, met with president of the Timor Leste Civil Service Commission, Agostinho Letencio de Deus, and other officials to discuss policies implemented by the ministry to improve human resources.
"The PAN-RB Ministry has the honor of welcoming our brothers from Timor Leste, Mr. Letencio de Deus, president of the Civil Service Commission, and other officials who visited us to obtain information about the transformation of bureaucracy carried out in the Indonesian government," Widyantini said.
The meeting discussed the transformation carried out by the ministry to tackle human resource issues concerning civil apparatus. One of the transformations was the passing of Law No. 20 of 2023 concerning State Civil Apparatus (ASN).
She said that the law mandated several transformations within the bureaucracy. The first involved the transformation of ASN recruitment and positions.
"We are more flexible to determine the need for civil servants, simplify their positions, be more open, and the organization is more agile," she added.

The government also eased the mobility of national talents, enabling them to move more easily within an agency, between agencies, or outside agencies, in order to plug talent gaps in national development priorities.
It also expedited competency development. "Civil servants not only have the right to develop competencies, but are obliged to develop skills," Widyantini said. The ministry also arranged the position of non-ASNs, reformed the management and welfare of ASNs, introduced management digitalization, and made efforts toward cultural strengthening as well as enhancing agencies' image.
